Well i like this drawing because i liked drawing torchics last year in the 6th grade and i also had a talent on drawing lugia so i decided to baby lugia giving torchic a ride on its back

aw, that's very cute. The baby Lugia's facial expression is very well done, it look so happy XD and the torchic's expression looks very surprised and gleeful.
At first I thought the shadow in the water was baby Lugia's shadow, but after reading you comment that it's baby Lugia's mom I can see now it's too large and the pose is different- more of a swimming pose than a flying pose.
